Is the rifle, or pistol legally classified/defined/registered by the lower receiver?

Not legally classified/defined by configuration?

Confused...

If it was sold/bought, as configured, as a pistol; yes, the lower is registered as a pistol = no-no stock without kings permission.

ETA: IANAL

 Probably a little more explanation is needed. You might be assuming the barrel is a short barrel, which would be correct, except the lower is never registered if it is a pistol. A lower is a lower, and a lower can become a pistol, or can leave the factory as a pistol (with an upper attached). But leaving the factory with as a rifle cannot be a pistol. A pistol with a 16" barrel can become a rifle without anything special happening.

And upcoming rules would limit a pistol to not having a brace as well.

Agreed. I was trying to keep it direct, and not elaborate as you have.

What I was trying to convey was that if one bought a factory assembled "pistol", it is, a "pistol", and registered as such.

I have yet to see a 16" barreled weapon with a brace; but I won't deny their existence.
