Why not just make up whatever number they need and just say "hey we know thousands more votes were cast than the population of the district, but trust us these are the true results"

Republicans and democrats play good cop/bad cop. Democrats/ bad cop comes in and beats on you to break you down. The republican/good cop steps in and makes you feel a little better about what just happened. Now they won’t undo what just happened and they aren’t letting you go, but they will sympathize with you. After a while you make peace with your new situation until the dem/bad cop comes back in the room. Rinse. Repeat.
What is the solution? You trust our government or some other foreign group to build our new election software?
Personally, I think this is the best application of blockchain out there. Physical voter cards issued to citizens that would be scanned at the voting booth and allow them to vote and votes are counted in real time. One vote per cycle and totally open leger that would allow for easy audits
