The Word is true. We are the intended authority in our American government. Our Government is LIMITED. It is a system that is by "We The People", according to our God given Rights. We are self-governing, given by the Almighty. We elect Representatives to do our will, not their own. We have laws, created, executed, judged, largely by Elected Representatives, by We The People.
Jefferson stated, in the Declaration of Independence:

Also, the Geneva Bible, as well as the KJV, uses the word “tribute”, which is in general money paid to an entity as owed. You also leave out the context. It mentions “fear to whom you owe fear”. As I understand it, we are to fear God, as we are to fear the authority that God has set over us. Do you not think God has ordained our current political climate or that it exists against his will? I don’t think so.
