It had to be that powerful, if they wish to have the radio pulse still intact and readable among the background cosmic radiation of space after traveling up to several hundred light years through molecular clouds, asteroid fields, and energy fields of nearby stars and whatnot. Power supply, and transportation of that power supply, is the key factor that is limiting the proloferation of weaponized direct energy.
