I think about this from time to time. I have seen references and documents that suggest that speed limits are set "to what a reasonable person would consider safe". I find that idea odd given how many people seem to ignore speed limits. (Yes, I know some of you are going to say revenue but that's not my point).
There's actually engineering methods to survey and set speed limits. The 85th percentile rule is one of them and the most common.

There isn't a single speed limit in the US set that way which explains the massive disobedience.

That's what I've read. Also read the majority of drivers travel at whatever speed they feel comfortable. That is usually 5 - 10 over the posted...rarely at or less. I'm one of the majority. Ten over on tolls and interstates. Other roads it depends of traffic, population, etc. Small towns...the posted. Not one MPH over.
 
It's been my theory all along that speed limits are set for dysfunctional drivers that mirror Joe Biden's mental capabilities, while driving a vintage Datsun motorhome towing a 43' enclosed trailer full of Hunter's dead hookers and the full 10% of Ukrainian kickbacks in $20 bills.... with no trailer brakes.

Most interstates where I live are posted at 70, with a few 65s around major metro areas. The highway patrol will not even bother with less than 10 over unless they want you for some other reason.

I've driven by troopers at 75 and watched them literally track my car with a lidar, with no consequence. I've seen others do same at closer to 80 in a 70, same result.

I don't speed in town unless the limit is ridiculously low (35 on a 4 lane divided highway), and never in residential areas.

Today, based on my informal survey of a road I drive very often, the 85th percentile speed on I-75 between Dayton and Toledo, OH is 80 mph. That doesn't mean that 85% of the traffic is moving that fast. It means that 85% of the traffic is moving at 80 mph or less.

The posted on I4 from Orlando to Tampa is 55 to 70. Sometimes you can actually drive the posted...buy never fails, moderate to heavy traffic around rat world some azzhat in a Prius, Range Rover or BMW will pass in the breakdown or an exit lane at 80 plus.

Ran the Rogue River from Agness up to Blossom bar via jet boat to spread my old man's ashes at his fishing hole. Sure is pretty country. Was damn nice being back in Southern OR.

Reminds me so much of elementary school. Would ask a teacher how to spell a word. Her automatic response was; “Look it up in the dictionary.” Problem was, I was dyslexic, did not have a clue what letter it started with.
I had a teacher that said the same shit.... how the fuck am I supposed to look up a word I don't know how to spell?
Luckily we now have spell check
