If that had been Ecuador or Bolivia, that rapist would have been hacked into many pieces in the time it took for his addy to become public. And I mean HACKED into bits. A Venezuelan migrant and drug dealer in Ecuador had been vivisected and burned alive by townspeople just for firing one shot at a rival, missing and injuring a little girl who was a bystander.
The only thing to do is to deal with those that protect the criminal scum, then when they see they are now the hunted, they won't be quite so eager to protect criminals.
And don't forget to go hard after those that give the orders.

She then went back into the supermarket where she worked to use the restroom. The two mortally wounded would-be carjackers died at the scene.
