This is the 3rd time this has happened in a row. The socialists are joining with the Catalonian independents, but in exchange they want amnesty for the "crimes of secession" when Catalonia tried to become an independent country a few years ago. The socialists said yes, but it violates the Spanish constitution. This is the root cause of the protests.
