"Community", caring, respect trust are about shared VALUES. They still are trying to make this a skin color thing. Its not. "The Amish" we refer to (13/80 are a perfect example because of reverse values, or lack thereof).
The new theory to reduce crime is just to dismiss certain folks from the sanction of law.
If they are not accountable to law anything the do will be legal and crime will be reduced.
You have to accept cultural differences.
