The ones I had might have had plastic fins. But I was born in 81.

Tied some surveyor tape around the fins on mine. That made it track straight.

I'd say that it is just a novelty display since legally they can't sell cigarettes without verification of age. Each of the slots had different brands of cigarettes at varying quantities

I see, I sure remember those with the long pull handles then push it back in to make them drop into tray below. Strange things we remember from 50 years ago...
