Agreed. With the amount of rainfall coming down, her hair would be matted to her head, and you'd never be able to make out the tears on her face. Not to mention. with the amount of bokeh in that photo, that strongly indicates professional photography equipment. Are they really giving up seats in rescue boats for photogs and journalists? I highly doubt it.
