I respect Elon, but here he's wrong. Or to be more specific, he's falling in to a very old trap. He's correct in that hypersonic and drones will become more ubiquitous on the battlefield. But not all problems require technological solutions when a change of TTP can more efficiently solve the problem. If space (satcom) and the electromagnetic spectrum become a contested battle space, and they will in near-peer conflicts, then those drones become less useful. For every new wonder-weapon, there is a defense; for every defense, there is a countermeasure.

The first F-4s were deployed without a gun, because all future air engagements would be a missile fight! Didn't work out too well. We'd do well to remember that.

He MAY get a slap on the wrist. What would be more appropriate is if he were to have to eat all his food sprayed with that until the can is empty. Then, make sure he never has health insurance and he’s dealt the consequences accordingly. WHO the fuck thinks this shit up? What happened to making cock and balls in the fruits and veggies section.
