Precisely. Just because the Courts have found it unconstitutional doesn't mean the practice will end. Same with the PRNJ and their FPID (Firearms Purchaser ID) card. They'll be following that mantra right up to the point where the feds throw the State officials into the federal Slammer. And then even that will be appealed!

Best chance, I think, to stop it, is to deny Federal funds for things.... just like they denied federal highway funds for those States that didn't raise the drinking age to 21 for all alcohol.
