Sounds like the city fucked up by creating a space for the homeless and the space didn't meet the requirements to comply with the disabilities act. Creating the space was the mistake. A vast majority of the time there's a motive behind what they are doing. What they sell it as ain't what they are going to do with it. Case in point: The Patriot Act. If they are selling it as safety and security you can bet your ass that in the long run they are planning on fucking the taxpayers.
In this case I would venture to say that there was an NGO that got paid for the development of the homeless camps. 10% or less of the funds went into it and the rest were administrative costs. There wasn't any more funding available so they shut them down. Now that there's a court order it's going to be on the taxpayers to foot the expenses. They don't even have to sell it to the taxpayers. It's mandatory by court order.
