Agreed. The dude has Hebrew on his back which explains a lot. Historically Israel issued a whole assortment of firearms and so had to develop a method of employment that didn't rely on condition one and having the right muscle memory of disengaging the safety. As a reservist you might have not been issued the same type of handgun consistently.
So, they came up with this weird manual of arms to cope with that. Carry on an empty chamber and ignore the safeties.
It seems to have stuck and become percieved as some kind of ninja gun master crap, instead of the completely gorked way to deal with disparate arms in an underfunded army with a smorgasbord of different arms.
