alexander downer (aus) got the ball rolling, although it isn't clear (to me) if he was acting as an agent of the australian government.

i wasn't counting crowdstrike (ukraine) but it was their lies that implicated russia in the dnc server hack (we know it was seth rich).
they could have been acting independently of the ukrainian regime at the time, but that isn't something i have heard one way or the other.
