While I don't think he can release the Grand Jury-related materials/transcripts that are sealed, he could literally declassify the other 99,930 documents and we could FIOA them (or they could stop protecting pedophiles and release them outright).

When did the rules about classified material change? In my day, the only person that could declassify any thing was the person or authority who classified it in the first place??

I think it dates back to EOs (based on Article II) and laws on the books from the 30s/40s, and the only thing he can't declassify are nuclear secrets/atomic energy 'stuff' classified by DOE, because Congress passed a law as such.
Good question, though...will have to dig into this, but EOs after 9-11, the guy from Kenya, etc, etc, have all reaffirmed this power of the Commander in Chief that Congress never took away through law. He's in charge of the Executive Branch and can direct the executive branch to releases damn near anything he wants, save the aforementioned national security interests related to nukes and boom boom stuff.
I looked into this during the Mar-a-Lago kerfuffle, it is mostly if not the same as what jingo said.
Obummer issued an EO to provide "guidance" for declassification. This is the last "change" I know about. It theoretically put more limits and procedures on declassifications. Mostly a paper trail requirement IIRC.
Before that, back in the 1980's when times were wild, SCOTUS actually ruled the POTUS could classify or declassify documents just by willing it to be so. Based on that ruling I would hazard a guess that POTUS's of olden times may have had unilateral power to classify or declassify anything they wanted.
Paperwork was the focus of the kerfuffle around the declassification of documents found at Mar-a-Lago because there wasn't any. Frump was still operating on 1980's intuition oblivious to recent changes or of a mind the recent changes didn't matter.
Fast forward to today:
In general, the person/agency who classified it to begin with is the person/agency who can declassify it with the least amount of paperwork.
Within limits the POTUS can declassify almost anything he wants and it may or may not require an EO but it does require paper/documentation. POTUS can't just wave his hand in a crucifix and bless things as declassified like the good old days.
POTUS limits on declassification include things governed by specific procedures like nuclear or operational military secrets and probably a bunch more.
