I bought a 4-16 used and after mounting the scope I noticed the elevation turret was slightly canted and went to press on it and noticed it has what I feel is a lot of play/wobble. I’m new to the 4-16 atacr so not sure if this is just because of the zero hold clutch. Anyone have any ideas? Everything has been torqued properly.

Shouldn't do that. Is the zero stop loose? That could cause what you’re describing, but I wouldn’t think you’d have any clicks if that were the case.
Definitely not loose but not sure if it’s 2in pounds. I went through everything like the manual states too for setting it. Loosened the 4 screws, turned coockwise until bottomed out, backed off 1/4 turn and then tightened back up. Have 2 mils down of elevation and 14.5 up. I’d add a video of what’s happening but not sure how
