If I read the specs correctly on the scope, it's 80 minutes of total adjustment.
That's 40 up, 40 down. Needing "approx" 38 minutes at 1000 is waayy too close. No rifle/scope mount is perfect, every one requires some adjustment anyway out of the box, either up or down- and if it happens to be "up", you lose even more.
Get the 20 minute base for 1000 yard shooting.
EDIT: Sorry, my bad...somehow in my deranged mind I saw 100 as 1000...no need for a down angle base at that distance. But, I do believe you would need it for long distance, and it won't get you to 1000.
