From the trainings/schools I've been to, Leupold seems to be the main choice.
But I have seen a bit of everything. At the last course, there were NF's, one Kahles, a few USO's and several Schmidt and Benders. There was also a pair of guys with low end Nikons... new team, just learning.
To Zebras point... those S&B's were sitting on some very nice straight pull Sigs. Those officers were from a town with a big German car plant in it... so they were granted some utterly amazing equipment by 'rich uncle Car Plant,' which naturally chose European gear. So it can vary a lot by dept and budget.
Frequently, if the actual marksmen are involved in the final decision-making process, you will see top-tier gear. If the department's or town's 'purchasing office' makes the decision, you will get cheap gear.
And I know a lot of officers (including myself) who shell out of their own pockets to get good stuff. They are on the line if gear fails. As long as the dept approves it... you're GTG.
Whatever you get, run it through tracking drills and check the reticles against a known standard. And exercise the scopes regularly (work the knobs) to ensure everything keeps working as it should.
Last, if you have any say on writing/revising your department's long gun policy/gear policy, make it as broad as possible and make sure it covers precision rifles. You don't want a detailed policy intended to cover patrol rifles and then find that the same specifications and standards cover your precision rifles as well. If you can get a policy that allows personally-owned gear, so much the better.
