He's in WA state and ALL FFLs now must charge sales tax on incoming rifles whether new or used. State law, if the FFL doesn't charge it then he's (the FFL) still responsible for paying the state for it.

And that sales tax applies to not only the invoice cost but shipping costs as well. If there is no invoice they want the FFL to "Estimate" the value, lol... Welcome to Washington!
