Surgeon actions aren't cheap, that's going to eat a majority of your budget, unless you score a used one for sale, even then it won't be cheap.
What type of shooting do you plan on doing? Steel, targets,critters,comps?
Do you have any parts at all?
I think the gun will be consistent, it's the person shooting who may provide the inconsistencies.
You can buy a shelf remington, and get it trued and worked for a starter gun if the funds aren't there for a surgeon build. Not sure how much you shoot or don't shoo, but time behind the weapon is the most important part. So if you choose a cheaper first gun, but spend more on bullets and range time, it would benefit you more then buying a gun that may be out of your reach(Money wise) at the moment.

Yes, it does add up quick. Nothing about this hobby is cheap, or quick, except when the money is leaving your wallet, and the bullets are flying down range. ahahah

i will probably be shooting steel, paper and predators i am a avid rimfire shooter i just want to push some limits with this gun. i own a mod70 winchester in 30-06 and on paper it is roughly 4" @100 my 10/22 dose 1.25" at that rang...

I'm building my 1st right now and its a budget build. To start off I bought a new R700 SS in 308. I'll sell the new parts once things are finished. There are a couple of choices, use the stock barrel to practice with or upgrade it now. Heres a rough break down.
R700 SPS SS 308 $600
Up grade barrel $341
Muzzle Brake $95
McRee Stock $600 I can paint it Krylon is cheap
Install new barrel & thread for brake $375
Total $2011 - what ever you recover from sale of parts.
With the McRee you don't need the trigger housing or the ammo base plate. Down the road I will get the bolt and receiver done and maybe and a new bolt knob. If the factory stock works for you you can use the $600 for something else. I'm left handed so I had to do something different. I bought my parts out of state so I saved sales tax and in most cases there was free shipping. I hope that gives you some ideas.

the action itself is going to cost you around $1200.....
For 2k, you won't even be able to buy a used gun unless the barrel has absolutely no life left on this and/or it's broken/damaged in some fashion. If you want to build a custom 308 off a surgeon action, you need to budget AT LEAST $3500 without the glass.

I built my rifle off a howa. Plenty of stock choices and you could be under your 2k limit. Howa will also sell just barreled actions for about 450 or so and that is with a heavier contour so you could shoot the factory barrel out then upgrade it later.

This is five shots at 100 during load development

still working on the fundamentals but I only have 300 rounds down range past 300 yards...

i have heard howas have metric threads, dont know if that makes stuff more difficult to deal with. I would go with a R700 or a savage 12 LRP to build off of if not going custom. Now to get the remmy trued then it will cost as much as a custom action, and not be worth as much in resale

Look at these, they are known for the best bang for the buck. If you do your part with decent ammo .5 inch groups are very common. The build possibilities are endless if you decide they even need one.
Remington 700 5R, Comes with free floating heavy barrel, hs stock - about $1100
Savage 5R or Model 10FP /FPS-R, Comes with free floating heavy barrel.
-about $750

I paid 1100.00 for mine about 3 months ago and i would do it again. I was very surprised at the groups i was able to get with this rifle. I shot from 100yards out to 550 yards. I am talking about 1 1/2" groups at 550 yards. Thats less than 1/2 MOA. For a stock rifle and factory ammo, what more can you ask for.
