lever action twist rate

Why are the twist rates so slow for lever action rifles? I was parusing the interwebs looking at various rifles and goodies, and I (as frequently before) started looking at lever actions. I was looking specifically at a marlin 45/70 with a 22" barrel, but the twist rate is 1:20.
this provides a full rotation before exiting the barrel, but... with the weight, and velocity of the 45/70 projectile, would that not be inadequate to stabilize the round for flight at any sort of range?
