You're jumping the gun... and I'm saying that as a California resident who knows all too well what you're thinking of.
Until we see what the exact wording is out of DC (and then if it passes or not) I wouldn't put too much time or effort into it.
That being said, I have seen other CA guys do Kydex wraps for their current grips with PRS stocks. I haven't seen any off-the-shelf featureless grips shaped for the PRS.

If I am understanding the question, the TUBB has the fewest features and is as plain as it gets. ERGO also makes a fairly featurless grip.

We folks here have been building featureless, bullet button equipped,etc., AR's for years now.
The hammerhead grip from Exile Machine is a good option: https://www.exilemachine.net/shop/exile-machine-hammerhead-ar-15-grip-black-1.html
And they are located in your state.
But the whole idea of "featureless" is to be able to use high cap mags. IC your worried about a ban, I think high cap mags will be part of it no matter what configuration your rifle is in. So it would not help. But no one knows anything yet.
