9mm AR build....

If anyone could be so kind, what would you recommend for a 9mm AR build on a budget?

Also, I would like to use a standard AR15 lower to help reduce the cost, where I could just build an upper so I could swap out the upper while using the same lower. I could build a lower later on. If this is possible, are there any laws restricting the use of a lower that was not originally configured to a 9mm upper and or laws prohibiting the use of a buttstock of a certain length or a buttstock in general? I've read so much saying everything imaginable that I really don't have any clue as to what is what and I certainly don't want to do anything to get myself in trouble. Thanks for the help.

I am not trying to sound like an Ahole but it's a little late if I was in your shoes I would keep to 5.56 if you want an AR type rifle.

I already have an AR in 5.56. If I have to, I'll just build an AR15 9mm pistol. Or just buy one out right.

Right now there really is no cheap AR anything.

Swapping uppers is doable but also means removing whatever magblock you go with. The downside to this is most the magblocks allow for some adjustment to get mags to run reliably.

Probably should clarify...I'm looking to build on a budget relative to current market prices as prices of two months ago are no longer current (and yes, I do realize that pretty much any and every part associated with an AR of any type is currently on back order).

Also, the interchangeability I am asking about is the possibility of using a standard 5.56 lower, no matter how time consuming it is to make the swap. I understand enough about AR's to realize that swapping uppers from 5.56 to 9mm is going to require more than just simply pushing two pins and replacing one upper for the other. My apologies for not being concise.

You can use a standard, 5.56 marked lower...people do it all the time. TECHNICALLY...you probably SHOULD use a 9mm or multi marked lower under the strictest sense/interpretation of the law, but it isn't likely to cause you any problems.

As for ease of switching back and forth...it depends on the particular mag block that you use in your lower. Some detach with relative ease while others, like the Hahn dedicated...my personal preference, require removal/reinstallation of the bolt catch/pin/etc. In addition to the mag block, you'll also need a specific 9mm buffer. If you don't get an upper with a ramped BCG (like the CMMG bolt for example), then you'll also have to run a 9mm specific hammer (although some will argue that it isn't 100% necessary). Aside from those components, there are various options for complete 9mm uppers that will allow you to use the stock AR-15 hammer/trigger group. The CMMG Mk9 uppers are one, YHM 9mm uppers are another, and Spike's Tactical (if you can find one) is yet another option. Those complete 9mm uppers will run you ~$650-700. If you can't find a ramped 9mm BCG, then you can always have someone like ADCO ramp your 9mm BCG for you from any company like RRA, etc. The RRA complete 9mm uppers, pre-craziness, run around $525. They charge around $45 or so (last I checked) for that service, but it keeps the non-standard parts to a minimum and makes switching from 9mm to 5.56 much easier and less time-consuming.
