I got a CZ in route and I've been looking @ rails, DIP to be exact. If I buy the 20moa rail will I eventually wish I went with the 25 MOA rail? I plan on picking up the 17hmr barrel aswell & would want to extend the plinking range to the max.

Glass is a vortex PST 2.5-10 if that matters.

5 moa on a rimfire is not much additional distance. Once it starts dropping hard, it drops like a rock (.22lr that is.) I don't see 5 moa making or breaking you. The travel of your scope will matter more.
 
I thought the DIP is 25moa? An inexpensive scope base is the UTG/Leapers. It is much easier to get than DIP, works great and a lot less money. It also has about 27MOA cant so it works well for extended range with a 50yd zero.

bm11 is right, you scope travel will matter more. The scope you said should have plenty with the mag range.
 
I have one rifle with a 20MOA base and one with a 25MOA base, both wear a Leupy 16x Mark-4 with a whole lot of vertical elevation adjustment. -I wish both rifles had the 25MOA base.

I got the dip 25moa rail, it was in stock and from reviews it can't be beat for $51 and some change shipped.

Price is a factor true but, when you can get any cant you want for no upcharge it solves the problem of 400yd shots with a 22lr and running out of elevation on your scope!

You were right, I must have misread. The only DIP rail I found for the 455 was in fact 25 MOA. That's the one I ordered. The link you provided was broken & I couldn't find the leapers one after a few minutes of looking. I think I'll be more than fine with the 25MOA.
