    That I just don't understand. I could understand (not agree with) targeting military, or law enforcement, but why target civilians, whether in Iraq, or Boston? All you do is piss off everybody. Even McVeigh went after a Federal building. WTF is wrong with these guys. Cut their balls and peckers off and let them bleed out slowly in public.
     
    Only similar I can think of (except for total nuts wanting to just create mayhem) is Rudolph bombing the Atlanta Olympics. Im unsure what his motive was for leaving his typical target, abortion clinics, in a quest to kill those not tied to his hate. In that incident he at least tried to issue a warning.

    This is unusual. Bunch of suspects possible - Muslim radical, domestic radical left and right, shouldnt ignore North Korea, Syria?

    I saw the OP's question as more specific regarding this incident. I assume he knows what Terrorism is and its use to influence people and govt to act in a certain way or accept their will.

    Until we have someone claim responsibility and state their intentions we will not know some of the "why"? Once we know the "why" we will still be puzzled by how a person comes to justify their actions in this way.

    I think that they target civilians because that is the best way to instill fear and constant worry within a population. When people are fearful and agitated they tend to act differently, they might ask more of their government, or change their minds believing the government cannot keep them safe. Also, sometimes the goal of these terrorists is to have the government step up their security, enforcement, and regulation (many times this means restricting freedoms of average citizens), and when these freedoms are further restricted people start criticizing the government calling them tyrannical, oppression etc... (just look at the response the Patriot Act got). I think the best way for these terrorists, or lone wolf madman, is to achieve their goals is to cause panic within. Attacking military, police, etc... would be a manly thing to do, but it would also mean you would get you ass lit up by well armed well trained soldiers, officers etc... so the safest way is to attack civilians. Also if you want media attention attacking civilians is the way to go (unfortunately), the more gruesome the act the more attention one will get. I'm pretty sure that some international terrorist organizations attack the U.S or soft targets within their borders in efforts to get the U.S involved, and to make their own governments step up police powers. Once this happens, people feel that the their government is tyrannical, they see the U.S as a foreign invader, and all of a sudden ppl tend to become more polarized and more sympathetic toward the terrorist cause (this is foreign countries). Here we have a pretty strong social framework and I don't think our system will ever collapse because a terrorist attack. However, these attacks will prompt gov response that will be tempted to do something, and when government does something usually it's in the form of some kind of law or regulation. Perfect example of this is guns. One madman goes on a shooting spree, everybody lashes out for the government to keep them safe, gov introduces a new "assault weapons" ban. Fear drives ppl to do irrational things, gov to step up enforcement and enforce more stringent rules, and some valuable freedoms can be on the receiving end of all this panic and commotion. That is my best guess as to why they choose civilians. Although, I am by no means an expert in this area.
     
    Also, please excuse all the grammatical errors above. I typed this really fast. My prayers go out to the families of the dead and the wounded in Boston. Those that lost their lives R.I.P, and speedy recovery to those that were wounded.
     
    What I can not understand is Why Obama and Biden don't put their heads together and try to pass a law against blowing up bombs in public places, then pass another law requiring criminals and terrorist to Obey the first law.

Just think of all those ppl that see something on the news and say "omg this cannot be happening in this country, we need new laws to prevent social disorder, anarchy, crazy gunman etc... therefore we need to ban A, restrict B, and impose more regulatory measures on C. " I know I hear that argument all the time. Almost to the point where I get tired of trying to explain.
     
    the above two posts are correct, its terrorism, not war. these things are their tactics. their goal was not about the killing of people, that is just an added benefit of the operation. their goals are to instill fear in people and further degrade a government. same stuff in Iraq, Afghanistan, and Israel.

    The best reason to target civilians is simple: it works. How many SM were engaged in combat - last week in Afgan? How much did you see about it on the nightly commie news? Yessir Arafat (and by the way what kind of name is Yass sir? Is that on the other end of No sir??) Proved to the world, if you blow up enough civilians, kids, throw in a school bus here and there, you will be given $10,000,000 at a minium, be asked to address the UN, make the cover of many of the commie press's "big time' magazines, own your own helicopter, etc.. Why target civilains? It's cheap, less chance of getting killed/caught, and it works...thanks to those that kissed old yess sir's ass!
     
    The question is not why civies, but why not soft targets,... everyday?

    9/11 was a water shed, who are the biggest winners and losers?

    Then ask yourself if, X, is getting a hard look, how would you get a deflection working, so X could live on? Never take anything at face value, following the crumbs is hard work, but fruitful/truthful. YMMV
     
    The topic heading reminded me of an interview with one of those POL asshats. It was just after a little Israeli girl was killed. This POL dude says if he has a chance at an Israeli soldier or a little girl, he'd kill the child.

    It's like the letter posted from Afghan in another post, those people just don't care, they're animals.

    The main aim of attacks on civilians is to instill terror. The IRA were in the middle of a mainland bombing campaign when I joined the army we expected to be a target. they changed tactics to attack Canary wharf Warrington Manchester which you will probably of heard about. The police stations, Officers and Army barracks will not of made the news there.
    What terrorists want is to inflict damage to terrorise people locally and news coverage to terrorise as many as possible elsewhere.
    And all the coverage and speculation fuels their aim. The sad fact is far to many people believe whatever they are spoon fed in the media and if they say ban this that and the other the people will demand it banned.

    It seams like there's two reasons: the "classical" reason for terrorism is what others have said above: to cause terror in the population that results in a general feeling of agitation, fear, and uneasiness. This is often used to set two opposing factions against each other (pieds noirs vs. Muslims in Algeria, or Sunnis vs. Shiites in Iraq, for example) and cause chaos, which can then be exploited by the opposition faction.

    The second (and, IMO, scarier) reason is simple mental instability that makes some people get off on the attention garnered by doing crazy things (Newtown and Colorado shootings, etc.).

    Either way, the "forces of order" usually react by restricting liberty, as if that's the cause.
