Building a Utility Rifle

So I'm planning to construct a do-all 'Utility Rifle', a weapon that will do everything I'd need a bolt-gun to do. Keeping with my minimalist approach to gun-buying (mostly due to a lack of funding), I'm trying to wedge all the versatility I can into a single weapon. Basically a medium-caliber rifle I'll use for deer, elk, coyote, and the occasional long-distance fun-shoot. Color and such will change with the season as I coat it in Krylon.

Here's what I've go so far:

The base rifle will be the 'Remington 700 SPS AAC' model in its sole chambering of .308 Winchester since it has the sought-after barrel length, contour, and a reasonably nice trigger already installed. Would like to use the HS Precision Pro Series M24 Fixed Tactical after-market stock as well, but my main goal is to find a bottom-metal set-up that can accommodate a detachable magazine, preferably Accurate Mag or Accuracy International mags, since they seem to be the most cost-effective (not to mention common and well-reviewed) thus far. Option B has become "Wyatt's DetMag (M4) Detachable Magazine Assembly". Mags aren't cheap but they're a bit cheaper than the HS Precision equivalent that only uses their expensive mags.

Issues I've run into are that I can't seem to find bottom metal that supports those magazines for that particular stock. While stocks are negotiable, the stocks those particular bottom metals fit with are usually the higher-end McMillian or Manners that go for a grand or more per stock. No issues with those makers, but the HS seems to be the best value. If the stock Hogue model works fine, I might stick with it but I have concerns about the barrel free-floating with the overmolding. Also open to a modular chassis system if it'll save money in the long run. Aluminum bedding blocks are preferred as well.

Anyway, I've hit a wall with this project and am looking for advice or suggestions from people who do this more often than I do. Theme of the project is availability of parts (commonality, etc), cost-effectiveness, and durability. Money is not a huge issue but I'd like to keep this project under $2000. It's highly unlikely this thing will be fired at bad guys, mostly a hunting tool that's got the capability to reach out longer than normal if I feel the need. "Longer" I define as between 800-1000 yards on inanimate targets such as steel plates, silhouettes, etc.

Scope will likely be one of Vortex's 'Viper' models to begin with, on some sort of solid, one-piece rail with a decent set of rings. I'd love suggestions in this area as well. I'd like the scope to be capable of a maximum magnification of at least ten-power. Prefer a mil-dot reticle as well.

If there's a kick-ass piece of kit out there that will complete this project that I've over-looked, please point it out to me, as in stocks, bottom-metal set-ups, etc. Additionally, if you've also built a weapon such as this, tell me about it. I can always use ideas.
 
The Manners/McMillan aren't over a grand if you don't get a ton of options.

Sure, if you get the chassis, 90%, adjustable, and rails and flush-cups added everywhere you're going to pay. But something comparable to the H-S won't be that much.
 
You can get the HS stock for around 200 get it inlet for another 75 and the PTG bottom metal that acccepts AI mags is 125, Thats 400 for a decent stock with a detachable mag setup in fact I might post a pic of mine for ya I have the badger M-5 bottom metal but it looks the same as what I just posted. Stand by for pics tonight.

Not sure why you are having difficulty with your project, as everything you seek is rather common.

As far as the stock goes, you have a couple of options.
Search for a 700P or 5R mil spec take off stock. Usually around the aforementioned 200 bucks.

Or

Send the stock to Jeff at CDI. He will inlet it for a very reasonable price for his bottom metal.

Weaver 20 MOA extended multi slot rail. It will need to be bedded, this is not a weaver issue, but a remington one.

Of course, you could just buy a savage 10PC and have just about everything you wanted in a rifle.

I would send the stock and action to Jered at APA and have him install his bottom metal.
I have used most all of the bottom metal out there and his just rocks. Really hard to drop
a mag by accident. Really streamlined look also. On the stock, Going the cheaper route, I
love the BC light tactical with the hook in the stock. It can be modified for the bottom metal
that you want. Its light. Just abought the perfect weight for the rifle that you're describing.
If money is not an issue, I like the Manners T5 and T4 with the carbon shell.

As for the scope, I have one of the Weaver 3-15 and its hard to beat for the money.

I did something similar although slightly more expensive since I turned it into a custom build.

I started with a Used remington 700 that shot like crap so I paid practically nothing.
Hs precision takeoff stock - bought here used for $200 and inlet by badger for $75.
Used Badger DBM with a couple extra mags $500
Sent to smith for action blueprint, bedding, bolt knob, and threaded Lilja barrel. $1100
Vortex PST 2.5-10x32 with rings and base $800
Tis sling, scope and crown cover, Harris bipod, and triad stock pack.

Ready to go for under $3k It is an all around competent rifle that does everything pretty well. I am really happy with the way it came out. I went with an 18" barrel and for this rifle have not missed the length.

Best way to build cheap is to buy common, used parts that are known to interface well. If I planned better and was patient I bet I could have saved another couple of hundred bucks.
