I want to buy a good, reliable and accurate bolt-action rifle that, with a good scope, can easily achieve 400 yard and beyond shooting. So what rifle and scope would be the best for the budget price. I am willing to spend up to 1200-1300 dollars. Maybe 500 dollars for a quality scope and the rest on the rifle? I hear good stuff about the Remington 700, what model ADL, Police, etc? Lastly what caliber, .308, .30-06, .300 Win Mag? It will have to double as a hunting rifle (capable of all North American game) and a target shooter.

Check out the Remington aac-sd in 308. That should leave you $500 for a Sightron or Bushnell?
The 308 is cheap and accurate ammo too. Very accurate beyond 600 yards. But, I'm not that experienced, so please keep that in mind.

Savage Mod 10 F series, heavy fluted barrel in 308. Scope, Vortex Viper or Leupold VX series -this will get you there.

A Remington Varmint chambered in 308 if you’re going to be buying factory ammo or the 243 if you reload. Having both, I can say they are 1000 yard shooters but the 243 makes it about 30 percent easier and both will hunt well.
Savage has a lot to offer as well but I have zero experience with them... But they populate my 1000 yard range regularly.
Don’t be afraid to spend some money on your glass. If you get serious about LR precision shooting the precision optical guidance system has the potential to outlive the rifle depending on how bad you've been bitten by the OCD Long Range bug.

I spent more on my optics than the rifles, and it was a great decision. My 243 is very accurate out to 600 yards. My friends 308 is just as accurate but mine shoots faster and flatter. We both use Remington 700 SPS varmint actions and barrel but then add Timney triggers and tactical stocks and scopes. Turrets are much easier
to adjust for longer ranges than to remove a cap and grab a dime.

Remington 700 in 308. Top it with something like a vortex scope or SWFA SS. Should be good to go.
While I use an AI or Barrett for extended range, my "go to" rifle for ranges out to 800 yards has always been a Remington 700 Police in .308 caliber. I know there are others that fit the price range you have identified; however, I have always liked the 700P. Granted, I am not trying to put all of the rounds in the same hole at ranges over 100 yards but if you are out plinking and ringing steel it's a good choice.
I would also suggest the Remington 700aac-SD in .308. The .308 is known for its consistency and there is tons of available info on it and you can always find ammo for it. The stock trigger is pretty decent and you can still get a nice pivoting bipod and spend 500 on good glass. This would be a good option.

It is tough to beat the Savage LRP for the money. Main downfall is that they are single shot but you get a ready to go rifle with good trigger, good stock, great action, several available chambers including the 6.5CM. They are also easy to modify. The Savage 10 McMillan may also be good for you and is in the price range.
