Questions about NY state

Not sure if this is the right section but i have a question about New York state.

A gentleman wants to buy a stripped upper reciver i have but he lives in NY. Am breaking any laws by shipping this thing to him?

No. The lower receiver would be a no no. Upper is just parts. (I'm assuming we are talking AR here).

Actually you can transfer a stripped lower receiver but not a complete lower.

If it has a flash supressor, that MUST be removed or welded on
