Definitely an Arisaka, although it's been highly modified. Under the front scope base there should be at least one hole, possibly two. If it has one, it's a Type 99. If it has two, it's a Type 38. I guess it's also possible that they used that hole to mount the front base, somehow, assuming it's a T99. I'd have to do some more looking to get more details. Any chance of more pics?

The large hole in the center is the original hole, so this would have been a Type 99. The original caliber would have been 7.7x58. Being a popular base for sporters, it's very likely that this one is not in that caliber any longer, if you're seeing a bore that's closer to .243. Also, the front mount hole looks plenty "egged" out, so I would question how well it would hold. Another note: the safety on the Arisaka was used by pushing in/turning the cocking piece at the rear of the bolt. Given the extensive mods to this one (making a left out of a RH rifle) it's hard to say if it still functions in the same manner.
the action wasnt built as a right hand its not cut on that side. im just trying to figure out if its worth the money he wants for it
All Arisakas were right hand. They had a straight bolt handle that was behind the receiver, so they didn't need to be cut for the bolt handle. This one being cut on the left side is just one of many issues.

But, yes, there are some potential safety issues there, as well.
