I've got a Viper PST 1-4x24 scope. The windage turret has a space for the shims, just like the elevation turret. Should I be shimming the windage turret just like the elevation turret?

I guess that would limit the amount of windage correction I could dial in to the left, while leaving more windage correction than I could ever use to the right. But it would prevent me from losing track of which rotation 'level' my windage zero is on.
 
No, you do not shim the windage

It would not allow you to make any adjustments left or right then.
So how do you ensure you don't lose track of which rotation 'level' your windage zero is on? I guess you never have to make a full rotation of the windage turret (1 full rotation of the turret on this scope is 24 MOA), so you'll never need to rotate above/below the rotation 'level' that your zero is on?
 
Try to pay attention to your adjustments but what helps.

What I tell some folks to do so they can always check if needed is to take a pencil and mark a reference line on the edge of the outer cap and the inner tube when you are on zero. This way you can always glance at it when needed to assure yourself that your not a rev off.
