R22 or H1000

H1000 from my experience. Used to use RL22 but switched over a few years back.
 
Hodgdon powders like H1000 will be more temp stable than Alliant powders in my experience. Those two powders you mentioned do not have similar burn rates. RE22 is quite a bit faster. RE25 would be closer I think.
 
Another vote for H1000. In 20 years of loading, the only time I've EVER had a bolt stick was on a hot day with RL22.
 
It is a trade off. The Alliant reloader series powders typically give you the velocity, but at the cost of temp stability. The Hodgdon extreme line gives you excellent temp stability, but may not reach absolute max velocity. I will take stability every time over super speed. You can always dial in another click or two.
