Bighorn and PVA are the same. Get that one so you don't have to remove the mechanical ejector in the TL3. PVA's wrench has a slot to get past it . I used a Holland wrench before I got PVA's and while doable, it was a pita to remove the ejector every time.

It does. They say it works with a 700 so I'd think anything following that pattern for the receiver and lug dimensions would work. Call and ask if you want more reassurance.
