In this day and age of CNC manufacturing, why don’t we make a standard barrel design?

Call it whatever you want, set it up with defined stick out of the go gauge and call it a day.

Configure it with a ground spacer that would thread on to make the barrel a shouldered barrel or leave it off for a barrel nut. Make the spacer also available as a wedge for a bar loc type device.

Make two of them - Large Format Standard and Small Format Standard.

Put a set of low profile hex wrench flats around the chamber and make a wrench designed for it.

Imagine being able to stock barrels that fit 100 actions. Imagine being able to just order in stock barrels all day every day.

In the aftermarket action world, we're definitely heading in that direction, with the Savage size/pattern seeming to be the latest thing. Of course, the R700 pattern is still popular as well, but it really seems like most of the new gee-whiz actions have Savage-compatible threads.

In terms of factory actions, I dare to say that (most) OEMs generally give zero fucks regarding the ease with which the action can be rebarreled... they aren't making money off of it, and the VAST part of the market doesn't have either the need nor the urge to break the factory barrel off the action at all.

Sad to say but this is what would likely be the result.
