Tikka CTR picatinny Rail screw

I thought this was a mistake but I looked at some pictures and they all seem to be this way. What’s the purpose of this screw on the front of the rail that seems to be loose?

Do not attempt to screwing it in , it's not loose ,it made to attach mirage shield over the barrel . Most of original Tikka/Sako muzzle brakes have one too.

So I took the screw out and it did not go down. There is still a slight gap. I’m not sure if I should take it back or if my rings are mounted back far enough would it hurt anything? Like at the next screw or back farther?
 
The place that I got it from is a ways a way and they don’t have them in stock. Special order. Maybe I should just take it off and put a 20 moa rail on.
 
If your rings aren't near it, it'll be fine in the near term. Just order an aftermarket one, and replace the OEM rail at your convenience (JMTCW).
 
I looked at mine couple of Tikkas I have and both of them have same gap . I would guess that is normal . Just check if your rail mounting screws snug and tight ,you'll should be gtg.
