New rifle build

Been a long time since I shot any long range / competition but looking to get back into local shooting. I am looking at building a rifle to use in "tactical division" type shooting (prs / f class) and know that I will make compromises regarding choices. I would like to target a bare rifle weight of 11-12 lbs. +/- and prefer a stock over a chassis. My budget for this project $5-6K without optics. Appreciate your insight into action, barrel, stock choice, etc.
 
wish i could offer you some great information , but I am still only in the dreaming stage of thinking about a custom build and have narrowed down exactly 0 choices not even calaber with my maybe future gun .
 
A proof barrel would certainly help you achieve that weight.

estimated weight of Impact Action 2.25 (only one I have a weight on for now)
estimated weight of M24 profile barrel, 26" 6.20 (guessing 24" barrel would save 6oz+/-)
estimated weight of Foundation stock 4.00 (guessing Manners w/mini chassis would shave of 6oz +/-)
plus trigger, bottom metal, mounts/rings, etc.

What contour and length of barrel seems reasonable for balance and accuracy on a 308? Rate of twist 1:10? I may end up a bit heavier than my target weight to get where I think.....Appreciate the feedback!
