Gunsmithing Hole in receiver

What is the purpose for the small hole in the receiver at the bolt face when bolt is in battery? On the right side of RH production rifles I own. Is it center with bolt for a measure point for scope height?

It works for measurement purposes but its really a place for gas to escape if a round is over pressured and lets go.

It works for "height above bore" measurements, but the hole is there to divert gas from a ruptured case out the side of the action instead of back into the shooters face.
