I've got a pencil barreled Savage Axis .223 that does exactly the same thing. It frustrated the hell out of me until I figured out the consistency with which it was doing what it was doing. I was looking for an acceptable 5-shot group, but it wasn't capable of shooting five rounds in less than two minutes and having them print anything like what I deem acceptable. And it didn't matter what ammo I used, it shot them all the same. That was what finally dawned on me. I was looking for ammo it liked, and to me it didn't look like it liked any of them very well, but in reality it liked them all very well for the first three rounds. It just needed a rest before printing the last two if I wanted five shot groups to compare.
In contrast, my RAP .223 medium contour will go ten before it starts to walk, and with my Howa heavy it's closer to twenty.
