Plain Tripod

I am looking for get a tripod for shooting with just a flat table. no pan/tilt function. I will be using a Game Changer bag. does this Tripod or Tripod adapter exist without buying a leveling base?

Also look up photography switching plate/cheese plate, if you list want a flat plate to shoot from.
