Does anyone make a 10moa base for R700SA?

20moa wont zero at 100yd (2mil high) and a 0moa wont reach out. Compromise would be 10moa to get both 100yd and as far as possible with that setup.

Dunno. I followed the manual for resetting the zero. One article mentioned zero stop but manual doesnt. With the turret loose/removed the post wont turn down anymore.

Loosen the set screws and put the knob somewhere in the middle of the scale. Tighten the set screws, then shoot and adjust for zero. When youre zeroed, loosen set screws and zero the knob, then re-tighten screws. There is no adjustable zero stop.

Tried to find a video on it but this is about as close as I could find. You can see him loosen screws and turn and tighten and then mentions loosening and turning to zero after zeroed.

You'll notice that he starts from a "zero" where the turret is above the numerical zero, IOW its already within the movement/adjustable range of the turret.

My problem is that the adjustment is bottomed out and needs to go further down (up reticle). Loosening the turret and turning it higher (numerically) still does not allow it to turn further down. Unless there is some magical way to get the reticle to turn further down that I am not understanding, its at the limit of movement.

You definitely have an issue with the scope or zero stop. Don’t waste the money on a 10 MOA base. The 20 will be better in the long run. There’s an issue with the scope or how your using it. Figure that out first
