I’m getting no difference between the height of the front and back of the scope rail using calipers (when measured as above). Any gurus see anything wrong in how I measured? And anyone ever heard of a Blaser Tac 2 with a 0 MOA scope rail?

I recently purchased a 223 Blaser Tac 2 in a XTEK chassis. I cannot see any indication of what MOA on the scope rail. Just wondering is there a way to figure the MOA of the scope rail?
Just wondering if a sealing plate is recommended with the HK # 2 mounting plate and Trijicon RMR Type 2 HRS on a HK VP9T OR ? I just went to torque it down with the sealing plate and was having difficulty doing so. Then I did it without and it was snug.
