Rifle Scopes Need all the help I can get

Hello guys, I'm getting into the precision game and need some help choosing glass. I'd like to keep the price under $1000 since I really don't know the ins and outs on the optics. I would imagine that a 4x-16x would be more than enough for me, I'm not sure what the difference between mil/moa is...
