Exactly when did the officer declare him under arrest, or ask consent to search his person?

Cop did that motherfucker dirty.

Cop knew he had a crackhead you could tell by the way he was talking he was fucked up and he thought he could get away with getting physical with him, because he’s a crackhead.

Cop couldn’t even take him down, Should’ve slow down and called fir back up. Made crackhead dude sweat it out in his car.

This is a perfect example of an officer abusing his power and shitty policing.

The person does not need to be under arrest or give consent for a search if the officer has reasonable suspicion that the person may be carrying a weapon.

Thats a big if. I personally don’t believe he had it. Dude was complying until he started reaching in his pockets with no warning.

I am not against using force, but this guy was showing zero signs of aggression.
 
Having an out of state paper tag expired 7.5 months earlier is all the probable cause he needs to search or detain him. Then he ran the stop sign, then ge was argumentative, then he wrestled with him when he tried to cuff him, and on and on. This is suicide by stupidity.

It’s not aggression that lead to reasonable suspicion. It was probably where he was looking and what his hands were doing while they were having a conversation about the stop sign.
