How many rounds on the barrel and do all the lands look like this. Fire cracking in the leade is to be expected with use but it looks like you have a big glob of copper there.M14 barrel where rifling starts. Tried to clean with Boretech Eliminator and C4 fluids. Also with Iosso paste and shortstroking. Not a change. Used multiple new brushes in .308 size and in .416 size. Is this expected? Recommendations?

You shouldn't short stroke when cleaning a barrel, unless you're using a worn out brush, although I suppose using a nylon brush would be OK too.M14 barrel where rifling starts. If the barrel has the drawing number 7790190 near the manufacturer name, then it is a chrome lined barrel.
It is common for chrome lined barrels to flake in that location after thousands of rounds.
Brand new rifle out of the box and only fired by me. The 1000 rounds is an estimate, however it can not be anywhere near 5000 round count.Is it possible that the barrel had more than the 1000-1200 rounds through it? Barrels would usually have a significantly higher rounds count before you would see barrel flaking, usually over 5000 rounds.

Made in 63 by Winchester. That is all I got. All in all it shoots fine (with iron sights). Was brand new out of the box when I got it.That is odd. I assume you're talking about a Springfield Armory, Inc rifle. The barrel would have been manufactured in the late 1950's or 1960's. They did use a lot of USGI barrels in earlier years, but I thought most were new old stock barrels. It is possible that it was a used barrel that was refinished on the outside.
I would talk to the manufacturer, explain the problem and see if they will replace it.
