Strong action for high pressure 7mm Backcountry

Anybody have any opinions on using a Win Pre64 Model 70 action for a high pressure 7mm Backcountry build? Ive heard several times throughout the years that the Pre 64 action maybe wasn't as strong as a person might need for a boomer cartridge.
 
I'd probably go with a bat igniter long action, has 1-1/8" tenon, oversized lugs to handle lapua/norma cartridges. You'll need a barrel with an 1.250 shank to thread up properly to the larger tenon thread. The igniter/hr long actions are some the stoutest 700 clones made.

I definitely wouldn’t use the Winchester action, I’d probably go with something 3 lug to help distribute the higher pressure if you want to build some or get a factory rifle chambered in it like the seekins havak
