Ludicrous speed

2200 would be extremely slow for that combo
That's what Hornady lists it at, has me confused.
But I shoot it and it groups well.

What length barrel are you using? Is the Hornady data base on a 24" barrel?

That low speed on Hornady chart looks to me like it's based on a 20" barrel??? And that'd be inline with my Varget data. Out of my 26" barrel I'd get ~2,393 using 37.5 grs, but typically, when I run Varget, I'm using 42.2 grs that'll give me 2,642 fps. It appears that your 37.5 grs is only filling your case to ~ 86% case capacity. Case fill that low just might be part of the reason for some higher velocity and might results in high ES's due to inconsistent ignition??? For sure, something isn't adding up??? 🤷‍♂️

Used win service rifle info, closer twist and length
Shoots soft and consistent
Even when allowing someone else to shoot, stays in 3/4moa or less
9 0z trigger takes a few shots to get used to.
Maybe your “Varget” is H4198
On my 3rd different lot all same ish speeds so.....
 
20" barrel at 42.5n I would expect to be around 2500-2550 fps. 5 gn less would would be roughly 250-300 less so that's in the ball park. Sierra list 2500 in a 24" barrel with 40.9 so 3 rn less is about 2320 fps and 4" is about another 100 fps for 2220 fps.

Unless something has changed Hornady list the velocity from an actual rifle not the Pressure Test barrel so their velocities are typically lower for the same charge.

This doesn't address the issue at hand. I have to wonder if you've used this Lot of powder in any other rifle? Also what is the date code and lot number? Hodgdon has put out lots of Varget that varied significantly by 2 or 3 grains as I remember. But this is much more significant.
