When CA furloughed its employees back in the day all the major banks accepted vouchers and people got paid. The banks got their money after the budget crisis ended. Thats probably being worked out right now.

I passed my General on Tuesday. I have my certificate of completion so I'm good for 365 days. Who knows after that.

If you were getting your Technician, you would not have a FRN until the paperwork was processed by the FCC. He should have his certificate of completion which is good for 365 days, but what he wouldn't have is his call sign, so he still can't transmit.
