    I'm not sure the amount of revenue they make off of cans is really all that significant. Perhaps if they processed stamps at point of sale it would add up b/c the volume sold would be 5000x higher, but not with it bottlenecked the way it is now.

    It's rather curious how the NFA branch is the one and only branch of government that doesn't want to hire more employees. Similarly curious it is how taking money from someone and not giving them anything for over 6 months is usually considered mail fraud for everyone else except them.
