    There are plenty of distributors that keep barrels in stock check Grizzly also or Brunos if you don't mind paying out the wazoo. You least you will have to have done is chamber and thread and assemble the barreled action (unless you have a lathe) and then drop into your stock.

    10mph over?? usually they won't bother <10MPH over unless you are driving in a disruptive, reckless or dangerous manner.. US should take a lesson from Germany however there are some really stupid drivers here.

    There are some small unknown "hobby" builders that do work that rivals or bests even the top commercial builders. It all depends who the guy is drilling the hole.
