Tikka Performance is ran by Jason McHann. I've dealt with him several times with no issues.
About the recoil lug, I've got over 600 rounds with both a 25-06 and .308 with no problems. It's $25 for a steel lug if that's a concern for you.
I've used all these scopes. My observations:
The Vortex has the best warranty out of all 3. Mine had had specks inside which they replaced quickly. Wasn't too impressed with the glass above 19x. Liked the illumination but never really needed it.
The SIII had the best glass and eye box easily...
I have Tikka T3 25-06 collecting dust that I want to convert into a short action and re-barrel to 6.5 Creedmoor. From what I gathered, I need a Release Bolt Assembly (PN# 913-400-677WB from Brownells) to change the bolt stop. What else do I need? Will the existing bolt work? Is this worth doing...

Use a picatinny rail adapter. I use EGW and have no complaints. DIP sells them as well. You can get the rails with 20 or 25 MOA cant. Do a search on the rimfire section for CZ.
I meant tell the buyer to find a FFL who will accept shipments from individuals. I recall my FFL needed a copy of the buyer's driver's license or any other official ID.
Ask your buyer if the CA FFL accepts shipments from individuals. You still need something like a receipt. Minimum of make, cal, selling price.

It's highly unlikely that the handle will come off. If you remove the bolt handle, you'll see the precision fit required to insert the handle back to the bolt body. I've abused the Tikka and never worried about the handle. I'm sure if you want to break it you can, but you'll snap the handle...
